[Ofsrdc] Delegate Responsibility for Insurance

Our insurance chairman has asked me to send a reminder to all of the
council delegates regarding the insurance packets.

It is your responsibility, as delegates, to get the insurance forms for
the clubs in your council filled out and returned to the insurance
chairman.  Your job is not done when you deliver the packets to a club
representative.  It is up to you to follow up with the club delegate or
president to make sure the forms are being filled out, so they will get
back to you by the deadline (October 15, I believe).  Kay needs to be
working with the 13 of you, not with the 85 or 90 club presidents.

Fortunately, we only have to do this once a year...
